
The New Part 147: What You Need to Know
Introduced as legislation that rewrites Title 14 CFR part 147 after undergoing Senate and House committee markup, the new Part 147 Act was ultimately rolled into the Consolidated Appropriates Act of 2021 as part of the Aviation Safety Act. This momentous change directs the FAA to remove the current part 147 and reimplement it with language drafted by the ATEC community. But what makes this such an important change and how does the new part 147 affect the aircraft industry?
One of the biggest changes created by the new part 147 is that it will heavily regulate emerging airman certification standards moving forward. These regulations also enable the expansion of high school partnership programs, removes static curriculum requirements and no longer requires FAA approval of curriculum or grading systems for federally accredited institutions. Not only does this impact the entire aviation industry, but it also changes the landscape of training and technical aviation training industry-wide.
Title 14 CFR Part 147 Certification
All Aircraft Maintenance Technician Schools (AMTS) must be certificated by the FAA to begin training prospective aircraft mechanics for a career within the airline industry or any other aviation maintenance facility. 14 CFR part 147 helps define the requirements for the certification and operation of an AMTS by establishing both curriculum requirements and the associated operating rules that must be followed following certification. Since high levels of knowledge and skills are required for aircraft mechanics, the FAA also requires high standards from any AMTS.
The new 14 CFR part 147 certification process enables interaction between an applicant and the FAA from the moment an inquiry is raised to the issuance of a certificate. This process creates assurance that programs, systems and intended compliance methods are reviewed as thoroughly as possible while consistently being evaluated and tested.
